There is a movie from the 90's where a teenager buys a hypnotic video game that simulates killing people?

The video game hypnotizes him into thinking he is killing his neighbors girlfriend etc. I think it was brain drain or something as the title. I really want to find this movie I think it used to play on showtime or HBO frequently.
