Do you think that secret organizations have greater tendency of becoming internally corrupt and like organized?

crime, purely because there is no accountabily and no regulation. If there is, what kind of regulation does it consist of? I'm talking about organizations liek teh CIA who can easily brush off any ivnestigatino into any allegation or misdeed against someone by saying that "it is a secret and a matter of national security".
